I had actually made the background card base a few weeks ago while taking the Water Coloring for Card Makers class. I put Ranger Distress Inks on my Um Wow Star Confetti Mask, then spritzed it with some water and layed it on the water color card stock. It's kind of opposite of stenciling.
The stamps are from CAS-ual Fridays-Rad.

Fabulous happy card! I love that b'ground technique, but you've made me want a star stencil ! Hope you all had fun at the party, I bet it was worth cleaning up your supplies, at least for a bit. Now that you're done there, how about hoping on a plane and cleaning up mine? LOL
